REQUIREMENTS FOR CERTIFICATION
Applies to instructors teaching courses that are part of state designated programs;
other professional education staff in the technical college system. Provisional Certification Requirements WTCS 3.05-WTCS 3.13

Note: An individual can renew their certification by obtaining 6 semester credits to meet the Education Requirements

 

Instructor

(Also minimum requirements for Part-time Provisional,
Approval, and Part-time Approval)

Education

Academic subject teacher: Bachelor's degree with a minor or 20 semester credits in appropriate area.

Occupational subject teacher: Bachelor's degree or equivalent* with education or training preparing a person for the occupational area being taught.

   

Occupational Experience

Academic subject teacher 12 months in any field except education.

Occupational subject teacher - 24 months as a fully qualified worker in each occupational area.

   

Teaching Experience

None.

 

Instructional Specialist

Education Academic preparation as a teacher and a bachelor's degree with a minimum of 15 credits in audio-visual education, instructional media, curriculum, instructional development, television, computers or distance learning.
   
Occupational Experience 12 months in any field except education.
   
Teaching Experience 2 Years.

Instructional Supervisor

Education Must meet the same requirements as for an instructor.
   
Occupational Experience Must meet the same requirements as for an instructor.
   
Teaching Experience 2 Years.

 

Instructional Related Supervisor

Education Bachelor's degree or equivalent.*
   
Occupational Experience Must meet the occupational experience requirements for one of the following groups:
  • Instructor
  • Counselor
  • Librarian
  • Instructional Specialist
   
Teaching Experience Two years; or two years employment in an instructional related position; or two years of counseling or supervisory experience which is in addition to the required occupational experience.

Instructional Administrator

Education

Must meet the same requirements as for an instructor, PLUS: Master's degree or equivalent*.
   
Occupational Experience Must meet the same requirements as for an instructor.
   
Teaching Experience 2 Years.

 

Instructional Related Administrator

Education Master's degree or equivalent.*
   
Occupational Experience Must meet the occupational experience requirements for one of the following groups:
  • Instructor
  • Counselor
  • Librarian
  • Instructional Specialist
   
Teaching Experience Two years; or two years employment in an instructional related position; or two years of counseling or supervisory experience which is in addition to the required occupational experience.

Counselor

Education Master's degree in guidance and counseling; or bachelor's degree and 20 semester graduate credits in guidance and counseling; or, bachelor's degree and 10 semester graduate credits in guidance and counseling, plus 2 years of experience counseling persons regarding vocational and career concerns.
   
Occupational Experience 24 months in any field except education.
   
Teaching Experience None.

Librarian

Education Bachelor's or master's degree that includes 20 semester credits in library science.
   
Occupational Experience 12 months in any field except education or library management in an educational institution.
   
Teaching Experience None.


General

Provisional certificates are granted to personnel meeting requirements who are employed full-time (50 percent or more) in state designated programs of a district and have not met the requirements for the five-year certificate.

*Educational Equivalency

  1. A verifiable apprenticeship in the skilled trades and successful experience as a journeyman for a combined total of 7 years shall be equivalent to a bachelor's degree for certification purposes. The above plus a bachelor's degree shall be equivalent to a master's degree.

  2. Occupational experience combined with education and training preparing a person for the occupation totaling 7 years or 14,000 hours shall be equivalent to a bachelor's degree. Each academic credit or equivalent credit shall be equal to 110 hours of occupational experience.

Renewal Requirements
