SUBJECT
Audit Standards: Renewal of Part-Time Provisional and Provisional Certificates

GUIDELINE DEFINITION
Form VE-CE 116 shall be utilized to document the renewal of Provisional and Part-Time Provisional certification. A copy of an official transcript shall be submitted when university courses are utilized for renewal. The original copy shall remain on file at the district. Grade reports are not accepted. An official transcript issued to a student will be accepted.

Form VE-CE 116 shall also be utilized when reporting participation in approved district in-service activities. Partial equivalent credit will be allowed when the practice is supported by district records.

Verified occupational experience shall be submitted for any individual who has Requirement 63 remaining. Occupational experience will not be accepted for renewal for any individual who does not have to complete requirement 63.  Form VE-CE 116 does not have to be submitted when only verified occupational experience is submitted.

The renewal request will not be submitted to the state before March of the expiration year. An individual may request early movement to a Five-Year certificate per Guideline 36.

State staff will accept university courses for education requirements as identified by the District Certification Officer and documented by transcripts. However, state staff may identify up to five individuals per computer run for consultation with the district or districts submitting the requests. Courses determined to be serious problems will be reported to the State Certification Committee.

EXAMPLE
Sally holds Part-Time Provisional certification. A portion of a university course that she completed prior to her employment with the district has been recognized for one and one-half credits toward requirement 50. She has now completed the remaining competencies as part of an approved district in-service activity. She has been granted one-half of an equivalent credit. Requirement 50 will now be reported as completed.

Sally also completes one equivalent credit as approved district in-service activity for requirement 52, but does not complete the requirement. She completes one-half of an equivalent credit as approved district in-service activity for requirement 53, but also does not complete the requirement. All of the credits were completed during the renewal period. A completed Form VE-CE 116 will allow renewal of her Part-Time Provisional certification.

RATIONALE
Form VE-CE 116 will help to provide effective communications to facilitate decentralized decision-making.
