Certification Process for Adult and Continuing Education
GUIDELINE
Each adult and continuing education instructor shall complete an application
for employment or a VE-CE 112 form, or shall provide a resume, presenter profile,
or similar information. The document must contain information pertaining to
the individual's occupational experience and educational preparation.
Note: A signed Verification of Occupational Experience (VOE) form and/or a transcript is not required by the WTCSB, but may be requested at the discretion of the local district.
Adult and continuing education instructors of courses receiving state or federal aid shall meet one of the three following certification standards:
A certificate is not issued for these instructors.
The audit will consist of a random sample of twenty-five to fifty individuals. If the application for employment, VE-CE 112 form, resume, presenter profile or similar information is not on file at the time of the audit, or if the documentation does not contain the necessary information, the district is required to obtain the supporting documentation.The same is true for documentation supporting the use of alternative certification criteria and unique qualifications options. The district has forty-five days from the issuance of the audit report to submit this documentation.
Cases that are not resolved during the audit will result in loss of state aid on the compensation paid.
The random sample audit is conducted during the year following the time when the instruction was actually given. The individual may be teaching this second year when the discovery is made. This individual will therefore be excluded from the audit the following year, but included a year later as addition to the sample of fifty.

RATIONALE
This guideline serves to implement section 3.03(10) of the code: Each district
shall establish and maintain certification standards subject to the approval
of the director or designee for adult and continuing education staff who teach
state aidable courses which are not part of state designated programs.
1. Program Certification
Instructors who hold program certification in the same area in which they are teaching Adult and Continuing Education Courses (ACE) shall meet the ACE certification requirement.
2. Unique Qualifications
This option may be used by individuals with unique qualifications. If this option is used, the following supporting documentation must be on file at the district:
Option 1 or 2 above cannot be used
to supercede alternative criteria required by other state or federal agencies
or accepted governing associations. These include (057, 162, 194, 195, 311,
401, 402, 427, 449, 458, 467, 502 ,503, 504, 510, 531, 533, 807, 812, 814,
817, 818).

3. Alternative Certification Criteria
Adult and continuing education instructors who posses the education, occupational experience, or specific knowledge required for the instructional assignment as identified below will meet the ACE certification requirements.
057 Hunter Safety
Certified hunter safety instructor from Department of Natural Resources
103 Computer Software
(Courses that teach the software, but not the application to a single occupation)
Must follow the criteria for instructional area 103.
As of August 28, 2000, instructors can be certified by area if certain conditions
exist.
107 Computer Literacy/Personal
Computer Courses
All Computer Literacy adult and continuing education courses must be offered under instructional area 103.
162 Insurance Courses
Instructor approval from Office of the Commissioner of Insurance for
pre-licensing courses.
194 Real Estate
Instructor approval from Real Estate Examining Board, Department of Regulation
and Licensing
195 Assessor Training
Instructor certification from Department of Revenue
300 Family
and Consumer Education
Seven years of homemaking experience will be regarded as valid occupational
experience for all home economics courses offered under Aid Code 42.
302 School Food Service
Instructors must provide documentation of a 90% or above test score on the ServSafe exam offered
by the National Restaurant Association Solutions OR a 90% test score on the exam used to obtain a Certified Professional Food Manager license granted by the Wisconsin Department of Health Services. The renewal of this certification
must be done every 5 years by taking the instructor version of the ServSafe exam offered either through one of the technical colleges or the Wisconsin Restaurant

303 Waitstaff/Food Handlers
Instructors must provide documentation of a 90% or above test score on the ServSafe exam offered by the National Restaurant Association Solutions OR a 90% test score on the exam used to obtain a Certified Professional Food Manager license granted by the Wisconsin Department of Health Services. 307 Early Childhood Education
Documentation of completion of DHFS-approved training session if teaching any of the following:
311 Responsible Beverage Service
Documentation of a 90% pass rate on the Dept. of Revenue Course test and
3 years experience as bartender, establishment owner/agent/operator with alcohol
serving experience; or
Documentation of a 90% pass rate on the Dept. of Revenue Course test and 3
years experience as a law enforcement officer; or
Documentation of a 90% pass rate on the Dept. of Revenue Course test and one
of the following:
316 Culinary Arts
Instructors must provide documentation of a 90% or above test score on the ServSafe exam offered by the National Restaurant Association Solutions OR a 90% test score on the exam used to obtain a Certified Professional Food Manager license granted by the Wisconsin Department of Health Services. Must follow the criteria for Instructional Area 625- Quality Interdisciplinary.
