SUBJECT
Three-Year Renewal Period

GUIDELINE DEFINITION
The certification code provides a three-year renewal period for individuals for their initial employment under a certification title code such as teacher, supervisor, administrator, counselor, etc. The three-year renewal period does not apply when an individual is moving from Part-Time Approval to Part-Time Provisional certification or when moving from Part-Time Provisional to Provisional certification. The three-year renewal period does apply when an individual moves to a position requiring a different certification title code.

EXAMPLE
Ben obtains part-time employment on May 5, 2000. He is granted Part-Time Provisional certification as an instructor with an expiration date of August 31, 2003. He obtains full-time employment as an instructor as of August 10, 2002. Ben will receive Provisional certification with an expiration date of August 31, 2004.

EXAMPLE
Sarah holds a Five-Year certificate as a teacher with an expiration date of August 31, 2001. She obtains a position as a supervisor on July 1, 2000. She will receive Provisional certification as a supervisor with an expiration date of August 31, 2003.

EXAMPLE
Jane holds Part-Time Provisional certification with an expiration of August 31, 2004. She completes Requirement 51 in December 2001. In August 2003, she gets a full-time assignment. A request is made to change her certification to Provisional with an expiration of August 31, 2005. Requirement 51 is not outstanding and will be deleted. Jane must complete 6 credits or the remaining requirements by August 31, 2005.

RATIONALE
Teachers and other certified employees new to a position in the Wisconsin Technical College System (WTCS) have many different challenges during their initial employment. Many have found it extremely difficult to obtain the required credits during this period of time.  Therefore, the code allows a three-year renewal period for this employment.
