SUBJECT
Part-Time Provisional Certification for 999 Non-Program Area
GUIDELINE DEFINITION
There are special circumstances where certification can only be granted by course
and not for an instructional area, i.e., 140 (Global Education and Services) and
625 (Quality Interdisciplinary). There are also circumstances where instructors
with specialized expertise do not qualify for certification in a particular instructional
area, but may be qualified to teach three or more courses within the area. To
obtain Part-Time Provisional certification for individuals in these circumstances,
districts in the past have requested certification for instructional areas for
which the person is certifiable, but is not assigned. Districts can continue to
use this practice.
Individuals who are teaching three or more courses, but cannot be certified for the instructional area where the
courses are housed, can be issued Part-Time Provisional certificates for instructional
area 999 - Non-Program Area. No courses will be housed in this instructional
area and no individual requests will be granted. If individuals certified in
this instructional area begin to teach courses in the instructional area in
which they are certifiable, their certification must be changed to Part-Time
Provisional in the assigned certifiable instructional area. The 999 area would
be deleted.
EXAMPLE
Lotus has been assigned and is qualified to teach three 140 (Global Education
and Services) courses. Therefore, she must hold Part-Time Provisional certification.
She is certifiable for instructional area 809 (Social Science), but will not be
teaching any courses in this area. Part-Time Provisional certification may be
requested for instructional area 999 - Non-Program Area, and she can hold Approval
certification for the 140 courses. The earlier option of requesting Part-Time
Provisional certification for the 809 area continues to be an option.
EXAMPLE
Sue is an attorney who is assigned and qualified to teach three law courses in instructional area 504 (Police Science
Technology). Therefore, she must hold Part-Time Provisional certification. She
is not certifiable in the 504 area because she does not have law enforcement
experience. Part-Time Provisional certification will be requested for instructional
area 999 - Non-Program Area, and she will hold Approval certification for the
504 courses. The earlier option of requesting Part-Time Provisional certification
for instructional area 110 (Paralegal) continues to be an option.
RATIONALE
There is a need to certify instructors in an area which does not misrepresent
their assignment. However, they must be certified in an instructional area to
hold Part-Time Provisional certification.
