State Certification Committee
Mission
The mission of the State Certification Committee is to promote excellence
in education for students through certification of educational personnel.
Goals
The State Certification Committee has the following goals:
- To function as a team
- To model diversity
- To maintain a vision for future changes in WTC certification
Functions
The State Certification Committee will have responsibilities in the following
areas:
- Policy Administration
- Leadership
- Problem Solving/Decision Making
- Policy Implementation
- Communication/Public Relations
- Staff Development
Policy Administration
The State Certification Committee will:
- clarify and interpret the certification code.
- recommend policies related to changes/improvements in the certification
code.
- strive to maintain uniform administration of the certification code throughout
the WTC system.
- assist districts to maintain compliance with certification code requirements.
Leadership
The State Certification Committee will:
- actively support the process of credentialing employees via the certification
code.
- support and promote the value of certification.
- research improvements that will enable certification to remain dynamic
and responsive to its customers.
Problem Solving/Decision Making
The State Certification Committee will:
- respond to complaints, suggestions, or inquiries on matters regarding
certification and/or issues arising from the implementation of the code.
- make decisions in response to questions and concerns addressed to the
Committee.
- involve others within the WTC system as needed in the inquiry/decision-making
process.
- develop and evaluate its problem-solving decision-making process.
Policy Implementation
The State Certification Committee will:
- facilitate the implementation of the certification code.
- monitor the certification code implementation via formal/informal reporting
systems and/or evaluation tools.
- ensure flexibility in the interpretation of the certification code.
- conduct periodic reviews of the certification code to ensure relevancy
to current and emerging WTC system needs.
- Monitor and evaluate Committee progress and provide annual reports to
the State Director.
Communication/Public Relations
The State Certification Committee will communicate information and Committee
activities/decisions.
Staff Development
The State Certification Committee will:
- propose training activities for the state and district certification committee(s).
- function as an informational resource to the districts.
- Assist districts and employees in maintaining staff competence through
the certification process.
- facilitate the development and review of district in-service activities
which fulfill code requirements.
- evaluate the competencies/objectives of each of the required certification
courses /in-service activities.

State Certification Committee
Meeting Management
The State Certification Committee shall meet as determined by the committee
in collaboration with the State Certification Consultant. The committee may create
subcommittees or ad hoc committees to address special issues. No fixed or
standing committee will be created.
Chairperson
The Chairperson of the State Certification Committee
- shall be elected at the first meeting each year.
- may not serve for more than two (2) successive annual terms.
- will preside over committee meetings.
- Will appoint a committee member to serve as chair in his/her absence.
Agenda
The agenda for the State Certification Committee meetings will be
- set by the Committee Chair in collaboration with the State Certification
Consultant.
- finalized at least two weeks prior to the meeting date.
- distributed with the meeting notice.
Agenda items for the next meeting will be identified by the committee at
the end of each meeting. Additional items may be submitted to the State Certification
Consultant for transmittal to the Committee Chairperson.
Meeting Structure
State Certification Committee meetings will include the following elements:
- call to order
- acknowledgment of invited guests/host institution
- review and approval of meeting minutes
- transaction of business
- identification of future agenda items
- establishment of future meeting times/location
- adjournment
At least 6 of the 10 committee members shall
be present. Members may participate by phone.
Voting Issues
The State Certification Committee shall strive to build consensus on issues;
voting will be kept to a minimum. Where voting is required, the following
procedures will apply:
- All issues will be acted upon by the committee as a whole.
- The Chair shall call for the questions, discussion, and the vote. The
outcome of the vote will be duly recorded.
- In the event of a tie, the issue will be brought up for further discussion
and/or tabled for future study. If the second vote results in a tie, the
Committee Chair will refrain from voting and the majority vote will be accepted.
It shall be the responsibility of individual committee members to determine
if an issue before the committee presents conflict of interest. The State
Certification Consultant also shall have the responsibility to identify issues
which present a potential conflict of interest for individual members. In
the event that a conflict of interest exists, the committee members shall:
- be permitted to participate in the discussion of the issue.
- abstain from voting and the record will reflect this action.
Minutes
District staff will be notified by E-Mail when the minutes are completed.
This notification will be distributed to District Certification Committee
Chairs by District Certification Officers. The minutes of the State Certification
Committee meetings will be:
- recorded and posted to the WTCSB web page by the State Certification Consultant.
- reviewed and approved/amended at the next meeting.
Calendar
The committee shall establish a formal calendar for the year. Additional
meetings may be added as needed.
