Functional Responsibilities and Authority


The Technical College Certification Officer has functional responsibility and authority over all certification activities and decisions undertaken by management personnel of the technical college. These duties include appropriate evaluation, supervision, coordination and training activities specifically as follows:

  1. Administer and coordinate the appropriate procedures provided by the Certification Code (Wisconsin Administrative Code WTCS 3) and directives from the WTCS State Board.
  2. Administer the certification process as defined in the Certification User's Guide.
  3. Collect, submit and maintain the documentation necessary to support the certification requested.
  4. Review position opening announcements to insure position opening announcements reflect appropriate certification requirements.
  5. Review and evaluate employment credentials of job applicants to insure eligibility to hold appropriate certification.

  6. Review assignment of employed staff to insure individuals hold or are eligible to hold the certification necessary for their assignment.
  7. Act as the official district representative on all certification issues as they relate to collective bargaining, the bargaining agreement and grievance contract administration.
  8. Review the effect of staff reductions to insure that the individuals retained hold the certification necessary for their position or assignment.
  9. Inform new staff and continuing staff of their certification and renewal status requirements.
  10. Serve as a source of information for district staff and potential employees on certification matters.

  11. Conduct in-service and training sessions for management staff that allows the certification process to function effectively.
  12. Train and supervise district certification support staff.
  13. Interpret, maintain and implement the district plan of activities for professional growth.
  14. Process individual requests for certification promptly.
  15. Prepare certification materials for the certification audit and respond to concerns that develop as a result of the certification audit.

  16. Participate in state-called certification meetings and accept other state assignments relating to certification.
  17. Staff the Technical College's Certification Committee.
