Certification Guideline 1

SUBJECT
Audit Standards: Renewal of Five-Year Certificates

GUIDELINE
Credit courses utilized for renewal of a person's Five-Year certificate will be documented by an official transcript. An official transcript issued to a student will be accepted.

Occupational experience will be documented by verification from the employer in the same manner as for a new staff member.

Other activities allowed under the District Plan of Activities for Professional Growth will be documented in the manner described in the approved plan. At a minimum, activities completed by an individual will be documented by a form signed by the person and the District Certification Officer. The type of activity, number of hours completed, and the date when the activity was started and completed must be identified on the form.

Electronic files that can reasonably substitute for a written form will also be accepted. Signatures will not be required.

The renewal request will not be submitted to the state before March of the expiration year.

Written communications actually provided to the District Certification Officer will be the basis for any appeal. The District Certification Committee will assist in resolving any disagreements that may arise.

State staff will annually select for review a minimum of at least five individuals who renewed the Five-Year certificate that year, or during the previous year. There will be no loss of state aid for the identified problem and the certification of the person in question shall remain valid.

EXAMPLE
None

RATIONALE
A District Plan of Activities for Professional Growth offers a number of different activities that can be used to renew a person's Five-Year certificate. The District Certification Officer has a responsibility to receive the documentation that is required, and to request the renewal at the appropriate time.

The sample audit will stress process and is not designed to penalize a district. Certification that has been renewed will be honored.
