Audit Standards: Renewal of Part-Time Approval Certificates
GUIDELINE DEFINITION
The District Certification Officer must maintain a list of ten-hour in-service
activities that have been approved by the District Certification Committee for
renewal of Part-Time Approval certification. The list may be maintained as an
electronic file. It must be available to the State Certification Consultant
for an annual sample audit.
The type of activity, number of hours completed, and the date when the activity was started and completed must
be documented. As an alternative, a form signed by the person and the District Certification Officer will
document activities completed by an individual.
Electronic files that provide the same information will also be accepted.
The renewal request will not be submitted to the state before March of the expiration year.
Occupational experience will be documented by verification from the employer in the same manner as for a new
staff member.
Part-Time Approval certification may also be renewed by completion of a two-credit course or approved district
in-service activity that meets one of the education requirements. These will be documented by the use of
transcripts or a completed VE-CE 116 form.
State staff will annually select for review a minimum of at least five individuals who renewed their Part-Time
Approval certification last year, or the prior year. Lack of acceptable documentation
shall be reported to the District Director/President, State Director, and the
State Certification Committee. There will be no loss of state aid for the identified
problem and the certification of the person in question shall remain valid.

RATIONALE
The District Certification Officer has a responsibility to receive the documentation
that is required, and to request the renewal at the appropriate time.
The sample audit will stress process and is not designed to penalize a district.
Certification that has been renewed will be honored.
