SUBJECT
Employed Individuals Whose Position Changes to One Requiring Certification
GUIDELINE DEFINITION
One of the duties of the District Certification Committee is to advise the District Director
as to staff positions requiring certification and the types of certification required.
Individuals must be given consideration when their position changes to a position
that requires certification. If the incumbent is eligible, the required certification will be
requested at the earliest opportunity. If the incumbent is not eligible for the required
certification, the incumbent will continue to be reported to staff accounting
under the original classification that does not require certification. A plan
shall be developed that requires the incumbent to obtain the required certification.
The plan needs to identify measurable progress toward meeting the outstanding
requirements and a timeline to fully complete the plan. The plan shall be approved
by the District Certification Officer and the Chair of the District Certification
Committee. The required certification will be requested at the earliest opportunity
after the incumbent is eligible. The incumbent will then be reported to staff
accounting under the certified position.
EXAMPLE
Sally holds a position as Director of Economic Development. This position involves calling upon business and industry in the
district to discuss training needs. The parties agree the position should hold
certification as an Instructional Related Supervisor. Sally is not eligible
for this certification. A plan is developed that will allow Sally to obtain
certification at some point in the future. The district continues her employment
and continues to report her to staff accounting under a classification that
does not require certification. Two years later Sally leaves the position with
the district for employment in industry. The position is then filled with an
individual that is eligible for certification as an Instructional Related Supervisor.
George holds a position as a Counselor Aide. The parties agree the position should hold certification as a Counselor.
George is not eligible for certification as a Counselor. A plan is developed
that will allow George to meet the standards necessary for Counselor certification.
Three years later George meets the requirements and certification is requested
as a Counselor. George is then reported as a Counselor on the staff accounting
reports.
RATIONALE
There is a need to resolve questions about what positions require certification by focusing on the job responsibilities.
An employed individual, often with months or years of successful experience,
cannot have a job taken away because of these certification issues.
