SUBJECT
Expired Certificate - 13 Month Window for Renewal of Individuals Whose Certificate
has Expired
GUIDELINE DEFINITION
Activities pertaining to the certification audit must be completed and documented
by October 1 for an audit of the prior school year.
EXAMPLE
Sunny has an expiration date of August 31, 2000. She was allowed to continue working
during the 2000-2001 school year. The district must document her renewal activities
by October 1, 2001, or there will be an audit penalty for the audit of the 2000-2001
school year. If the district documents after October 1, 2001, that Sunny has completed
all the renewal requirements, there would be an audit exception for the 2000-2001
school year. If the district has received an audit exception for an individual
and the individual then renews, the certification period will begin with the date
when the individual finally satisfied the renewal requirement.
RATIONALE
Certified individuals are expected to hold continuous certification while employed
in the Wisconsin Technical College System (WTCS). The only gaps in an individual's
certification must be the result of a bona fide termination of district employment,
employment in a position that does not require certification, or be the result
of an audit penalty. WTCS districts assume the risk of an audit penalty when an
individual is allowed to continue in a position requiring certification after
their certification has expired.
