SUBJECT
Employment By More Than One District

GUIDELINE DEFINITION
The Wisconsin Technical College System (WTCS) district employing an instructor to teach a course shall be responsible for that instructor's certification. There will be situations where a district will employ an instructor that already holds certification as a result of employment in a different district. The second district will submit a note as to which district has certified the instructor when requesting certification.

If the instructor holds Part-Time Approval certification the second district must make certain the new certification would not exceed the two-course limit. If the two-course limit would be exceeded, the second district must request some other form of certification, such as Part-Time Provisional certification. The second district also needs to contact the first district to advise certification staff about the changes. The first district will also need to submit a change in certification.

If the instructor does not hold Part-Time Approval certification and the second district is employing the instructor for the same category of certification and instructional area, the second district should request the same form of certification and the same expiration date the individual currently holds. The second district can add to this certification as necessary, such as requesting approval for an additional course in a different instructional area.

Professional, educational and/or occupational activities completed for renewal of one certificate can also be used towards renewal of the certificate for the second district. Each employing district shall be responsible for their renewal computer request.

EXAMPLE
John is employed as a full-time instructor by district A. He holds a Provisional certificate for instructional area 410 (Carpentry), with an expiration date of 8-31-2001. District B hires him to teach two courses that are part of the 410 apprenticeship effort. These courses will start on September 5, 2000. District B will request Provisional certification for the 410 area, with an assignment date of 9/2000 and an expiration date of 8-31-2001. After John provides the documentation to renew his certification at district A, district B may also renew his certification without documentation.

RATIONALE
It is not uncommon for a teacher to be employed by more than one WTCS district. Any audit exception which would result from the individual not being certified would go against the district reporting the FTE's for the course and receiving the state aid.
