SUBJECT
Early Movement to a Five-Year Certificate

GUIDELINE DEFINITION
The district normally requests a Five-Year certificate when an individual has completed all remaining requirements and the Provisional certificate expires; the expiration date shall be five years greater than the expiration date of the Provisional certificate. Upon written request of the individual holding Provisional certification, the district shall request a Five-Year certificate at the time the individual completes all remaining requirements for a Five-Year certificate. The expiration date shall be adjusted to allow five full years from the time the requirements were completed.

EXAMPLE
Sally holds a Provisional certificate with an expiration date of 8-31-2002. In January 2001, she completes all the remaining requirements necessary to obtain a Five-Year certificate. She provides a written request to receive her Five-Year certificate. Sally will receive a Five-Year certificate with an expiration date of 8-31-2006. Any renewal activities completed between January 2001, and 8-31-2006 will be recognized for renewal past 8-31-2006.

RATIONALE
There are times when individuals might benefit under local contract language because they hold a Five-Year certificate. The system needs to allow the individual to obtain the Five-Year certificate when the individual is eligible. At the same time, the system should not automatically request the Five-Year certificate until the Provisional certificate expires. The individual is entitled to the full renewal period without penalty.
