SUBJECT
Course Certification - Electives, Alternates, Advanced Technical Certificates, or Credit Based Continuing Education in Occupational Areas

GUIDELINE DEFINITION
Instructors teaching courses that are not part of an instructional program (i.e., electives, alternates, advanced technical certificates, or credit-based continuing education courses) will generally need to meet one of the appropriate occupational experience documents associated with the instructional area to receive certification for the course.  If a district can make a case because of the content of the course and the expertise of the instructor, certification will be granted for the course.

Instructors teaching academic courses must meet provisional certification requirements.

EXAMPLE
Sarah is certified for instructional area 106 (Office Systems/ Technology). District staff want to assign her course 204-196 (Desktop Publishing) which is being run as credit based continuing education. This course is not part of the 106 program that Sarah teaches. Certification will not be granted unless district staff can document that Sarah has considerable experience in desktop publishing. If the State Certification Officer does not agree that certification should be granted, district staff may appeal the decision to the State Certification Committee.

RATIONALE
An individual performing one target job may have some of the same skills and knowledge as an individual performing in a different target job. These skills and knowledge may be large enough in scope to be packaged as a course. The fact that the courses are common to the programs should allow the occupational teacher of the program utilizing the course to be competent to teach the course. This logic works for courses that are either occupational specific or supportive. Courses identified as electives, alternates, advanced technical certificates, or credit-based continuing education do not exist in the context of a program.
