Chairperson Karen Lawlor called the meeting to order at 9:00 AM.

Approval of Minutes

A motion was made by Bill Barribeau and seconded by Mark Kearns to approve the minutes of the January 18, 2002 meeting. Motion carried.

Occupational Experience Documents

The document 00-801-0 was reviewed. Language was added in the paragraph dealing with communicative skills courses. Document 10-207-1 Animation was reviewed. The occupational title of Professor/Instructor in Animation was deleted under Section I. Bill Barribeau made a motion to accept the two documents, seconded by Jan Jablonski. Motion carried. Document 31-512-1 Surgical Technician was reviewed for a minor change in Section IV. The word "and" was changed to "or". Committee members asked for clarification on using the term "lead instructor" or "program director" in this section. Sharon will review with Barb Prindiville, and communicate via e-mail to the Committee. Action was deferred.

850 Adult Basic Education Document

Mark and Sharon gave a report on their presentation to the Adult Basic Ed Deans. Overall, they viewed the changes as being more liberal, except within the ESL area. The change from Foreign Language to Foreign Language Instruction concerned them. They feel it is eliminating potential instructors. The Deans asked for a definition of Foreign Language Instruction, as they are unable to find a program that would be a guide for them. Sharon and Mary Ann will follow-up with them. Also, concerns were expressed about the terminology used "any academic area". They would like clarification on this. There still seems to be some confusion about which local delivery sites would be considered not needing a full range of academic specialists. This really is between Mary Ann Jackson and the district Dean. Also, they would like clarification on the grand fathering opportunities.

Sharon reminded the group that any language revisions made today should just be for the sake of consistency and clarification, that the adopted document has been released as the new approved version.
The language in the second option of Level 1 & 2 was changed to read: "BA/BS with minor or 20 credits in a related academic area….". In Level 3 & 4, the second option was changed to "BA/BS with a minor or 20 credits recognized toward the instructional area being taught". This change will be repeated in all the appropriate sections. A discussion was held on what is meant by "related academic area". A related academic area is one that is taught as an ABE subject area and at the appropriate level of instruction.

ESL 861

The language "any one of the following" was added to the second option for both Provisional and 5 year. A discussion was held on what constitutes a Foreign Language Instruction major or minor. Kitty expressed concern that the ESL instructors will still feel that the second option for becoming an ESL instructor is very loose, and would hope that future revisions of the document will address this.

Health Education-857

The term "general science" was removed from the Provisional and 5 year section.

Civics 869

Sharon will check with Mary Ann Jackson on whether the number is correct or not.

Grandfathering of existing staff was discussed. The group recommended that those instructors currently certified at the Provisional level, would follow the old rules for becoming a 5-year person. The old 850 document will be saved on the website for reference.

Mark Kearns made a motion, seconded by Jan Jablonski to accept the document as changed. Motion carried.

Review of Fox Valley's Professional Development Plan

The following changes were recommended for Fox Valley's plan:

1. The reference to the Wisconsin Administrative Code should be changed from Chapter WTCS 3 to Chapter TCS 3. This was found on Page 1 of your document.
2. Page 4: "Principles" of VTAE should be changed to "Philosophy" of VTAE, and should be changed in any subsequent mention of this course.
3. Page 4: Requirement 64, modified to read "2 years in the position or other teaching position in a recognized educational system."
4. Page 9, C. Renewal Activities, 1. Courses: Delete the word "university." Reword to read: "Completing a graduate or undergraduate level course from a nationally recognized accredited educational institution."
5. Page 16, B. Policy Statement, 1. Requirements, 3rd bullet: "This option requires pre-approval by the immediate supervisor and district Certification Officer."

Bill Barribeau made a motion, seconded by Mary Peters to accept the plan with the recommended changes. Motion carried.

Updates

John Hamilton gave a report from Instructional Administrators Association. The group continues to appreciate the Certification Committee's attention to flexibility in policy interpretation. He stated that the Certification Code continues to be an issue for several of our newer administrators who have come from outside of our system. They seem to be divided into three basic camps: those who want to eliminate TCS. 3, those who can live with it, but want more flexibility, and those who support it and appreciate what it has accomplished for our system. We need to hear from Dr. Carpenter on his position in the near future. The districts are still worried about staffing issues as many people start retiring.

Policy Guideline Discussion

The rest of the meeting was spent going through the workgroup recommendations for changes to the Guidelines. It was decided to go through the changes of each Guideline first, and second, decide how to re-label and re-organize them.

Sharon will make the changes to those discussed and return the draft back to the Committee. We hope to finish reviewing them at the May 2 and 3rd meeting.

The next meeting will be held at WCTC from 1-4PM on May 2nd, and from 8-noon on May 3rd. Karen Lawlor will e-mail us the motel information.

A motion was made by Bill Barribeau and seconded by Nick Triscari to adjourn the meeting. Motion carried. Meeting adjourned at 2:25PM.
